“…they have been failed by the system. You get to conviction number 20, this being 21, the system has not recognized what your actual needs are. Jail is not going to deter you, if you’re getting a 5 year sentence, you’ve already done time in jail that’s been in excess of a year. If you’re racking up 20 convictions for impaired driving, you’re on a lifetime driving ban, so prohibiting your driving licence is not going to change your behaviour… We need better supports for those who struggle with addiction issues in the criminal justice system.”

“…Once they step up enforcement and people adjust their behaviour in response to the increase in enforcement, the enforcers see that their actions are no longer necessary – they’re issuing fewer tickets, they’re stopping fewer drivers, they’re seeing fewer bad driving behaviours and accidents, and so they back off… And then people see there’s less chance of getting caught, they increase their bad driving behaviour again. So what is necessary… is this consistent, visible enforcement.”
