“At the end of the day it’s a lot easier to link public health harms to the over-prescription of addictive drugs or to the sale of addictive and harmful things like cigarettes… Where as with social media, the waters get a lot more murky.. It’s hard to hold a company responsible for the activity of its users if it’s taking reasonable steps to try to control those activities to protect people from harm.”
